In 1972 was graduated from Odessa Institute of Marine Engineering (OIME), speciality " Engineer-economist of water transport" . From 1972 till 1987 Junior, Senior (1976) researcher of State R&D Institute of Marine Transport (ChernomorNIIproekt). From 1987 till 1991 Senior researcher of South R&D Institute of Marine Fleet, Odessa. In 1984 received Candidate of Science Degree from V.M. Glushkov Institute of Cybernetics of Academy of Science of Ukraine, Kiev. Doctor of Science Degree received from OIME (now Odessa National Maritime University – ONMU) in 1991. Docent, Professor, Full Professor at ONMU from 1991 till present. Author an co-author of 5 research monographs, 3 collective books, 3 training aids, over 150 piblished scientific articles. Member of American Mathematical Society (1995), Academician of Transport Academy of Ukraine (1996), and International Academy of Ecology, Man and Nature Protection Sciences (1997). Was scientific supervisor of 2 DSc (economics) and 7 PhD.
