Hunan Normal University, founded in 1938, is located in Changsha, a famous city of great historical and cultural interest. As an academic institution of higher education with a full range of disciplines, the university has become a national 211 Project School, one of the country's 100 key universities which enjoy priority in obtaining national funds.

At present, Hunan Normal University consists of 23 colleges, 60 departments, and 47 research institutions. It has 63 undergraduate programs, 56 M. . programs, and 10 Ph.D. programs; it has over 900 professors, associate professors, and professionals, including one academician of the Chinese Academy of Science and one of the Chinese Academy of Engineering. Hunan Normal University, which began its Chinese program in the 1960s, was one of the first universities to enroll foreign students in Hunan Province and even in China. The International College of Chinese Language and Culture at Hunan Normal University is solely in charge of the Chinese and Chinese culture programs for overseas students. It is in this institute that the unique Chinese Education Base and the HSK testing site for Hunan Province are located. The institute has over 30 experienced full-time and part-time teachers, of which 25 hold a Ph.D. or M.A., and 17 are professors or associate professors.
