The conference PCA'2023 is the 16th in the series. 2021 year Polynomial Computer Algebra Conference was devoted to the memory of Vladimir Gerdt who has passed away January 5, 2021. He was a brilliant specialist in the field of computer algebra and one of the founders of this series of conferences. For many years from 2008 he was a PC member and one of the key participant of all previous PCA conferences.
