Abstract:
The main tasks of the work of municipalities are collecting and analyzing data on the needs of the municipality, determining the key tasks of the municipality, planning the development of the municipality. Certain difficulties are associated with each task. When collecting data on the needs of the municipality, the appeals of the population are registered and distributed between departments manually and stored in different registers. When defining the key tasks the decisions are based on the opinion of the heads of departments, without taking into account the relationship between the goals. When planning, municipal projects turn out to be of poor quality due to the lack of automation and analysis. To solve the problems a comprehensive information system based on the use of artificial intelligence and data analysis methods is proposed. The components of the system are the following: a subsystem LifeControl for automatic aggregation, the analysis and distribution between the departments of appeals of the population; a subsystem based on the application of a balanced. The work was carried out on the case of the Administration of the municipality “Astrakhan City”, but it can be developed and adapted for other regions.
