Collection and identification of the current and retrospective information on the area of coverage of network operator of mobile communication

Abstract:
The model of development of the structure of the "classic" operator, the essence of which is to maximize the economic benefit from the sale of communication services to subscribers, is generalized. The study of information services market showed a tendency to reduce the cost of traditional communications services with a view to achieving further cost zero. It is shown that the market is getting a prevailing part of the model, in which the cost of their compensation on the provision is made by the use of information about subscribers with compliance legislation. It was found that the efficiency of business models based on the use of information about subscribers increases with the reliability of data about users of information resources. It is shown that the operator has the greatest potential for collecting accurate information about users. A list of information that must be collected for the further development of such business models is defined, their best sources (the users’ device, monitoring system of operator’s equipment, the sources of various regional socio-economic information) are found. For the collection and generalization of information on the status of the user’s equipment and other parameters of the region, where the operator's network is deployed, it is offered to use the measuring complex Netmetrics considering additional recommendations to expansion of its functionality. The operator control scheme, based on the use of information about subscribers and the region, where the network is deployed, is developed. As a major goal of functioning of the operator it is proposed to identify the parameter "Survival on the market" with regard to the compensation of external influences. Practical use of the results will increase the efficiency of managing the mobile operator taking into account the changes in trends ofinformation communication market development.
