Mathematical model of motivational personnel management

Abstract: The most important factor determining the success of an organization is effective personnel management. The effectiveness of the work of the employee depends on his loyalty; level of competence; the extent of his psychological and physical preparedness to working conditions and psychological climate in the team. The listed concepts actually reflect the most significant factors influencing efficiency of work: how the employee wants, his potential ability and skills to achieve his objectives, as far as the conditions are suitable for this purpose. While it is difficult to overestimate the importance of the social component: the employees by their actions can "nullify" all the efforts of the management to establish effective work. One of the management practices, along with the formation of the composition and structure of anthropogenic subsystems, as well as institutional and information management, is the motivational impact on the employees. Meanwhile, it is necessary to take into account the specificity of the human resources illustrating the fact that the behavior of people inherently contains uncertainties. Therefore, modelling of the processes in the systems with man-made elements turns into a loosely formalized problem. This, in turn, leads to the fact that, despite the large number of works dedicated to the study of human behavior and how to manipulate them, there are virtually no formalized methods of finding the best (or even acceptable) management decisions in this area. Proposed in the work approach to the description of motivational personnel management allows to quantify the effectiveness of the made efforts and gives an opportunity to formulate the recommendations for the development of the decision-support information system to improve the social and economic system.
