Abstract: In this article the static problem of resource allocation in a three-level control system is considered. The impact of corruption mechanism on the economic system, the objective function of participants and their strategies are investigated. The abilities and ways to fight corruption in the case of implying compulsion and impulsion mechanisms are estimated. Compulsion and impulsion equilibria are found. The ability of fight against corruption in the case of the “interested” principal is proved.
