Abstract: We suggest a methodology for fuzzy cognitive modeling in badly formalizablesocial engineering systems (SES). We introduce the qualitative similarity measure for a pair of fuzzy states, and suggest using generalized Fishburn weights to determine the intensity of fuzzy links in a system. Also, we develop a technique for the synthesis of minimum cost management solutions, which bring the system to the desired target level of functioning.
