Abstract: The reasons of methodological errors in O. V. Fedorets' article are discussed: inadequacy of procedure, evaluation criteria, experts, algorithms of calculations, terms. It is shown that basing management of scientific organizations on impact factor value leads to imitation of scientific activity. Problems of articles selection for peer reviews are considered.
