Abstract: The paper precedes the discussion on the scientific journals' evaluation problem, induced by the paper of Oleg V. Fedorets Collective expert examination of scientific journals: procedure of expert judgments aggregation and rating construction, presented for the Large-Scale Systems Control. This article describes preconditions, goals and agenda of the discussion.
