Abstract: Two-level hierarchical game model of quotes allocation with plural venal activity is analyzed using hierarchical control methods to suit the conditions of sustainable development. The Follower's response sets and optimal players' payoffs are considered. Corruption classification according to its rigidity is proposed. Limitation of incentive method applicability is illustrated.
