Research problems of socio-economical systems capabilities

The class of socio-economic systems research problems is considered, such that these problems solving demands estimation of system property, which characterize system suitability to achieve goals of system functioning. To solve such problems it was required to introduce new, systemic property named system capability.
System capability is defined as system property, which characterize system suitability to achieve goals of this system functioning.
Relations of system capability property with related concepts, namely economic potential and capabilities, are considered. Similarities and distinctions of new, property of system capability with already in use concepts are discussed. New features of system capability property, making it possible to describe and solve new problems in socio-economic systems are discussed.
It is shown that new concept of capability property does not contradict with known definitions of capability, but supplements them.
Main features of system capability research problems are described. It is shown that system capability research problems are new, not solved yet problems, arising in connection with introduced system capability property research.
Similarities and distinctions of capability research problems with related problems are considered.
System capability is considered as complex systemic property and it is shown that its estimation is connected with a number of complex challenge sources, caused by features of concept introduced and by spectrum of problems under consideration.
It is shown that set of important and new capability research problems and set of challenge sources with problems decision are leading to capability research challenge topicality.
