The effectiveness of such a system depends on its completeness and integrity due to the breadth of the coverage of all types of scientific activities by scientific services. A systematic analysis of the methodology of scientific research and the identification on this basis of the whole set of processes that provide it can give the completeness and integrity of the system of scientific services.
