Information monitoring for scientific sphere in programme budgeting problems

The role and problems of information monitoring for scientific sphere are considered from the point of view of the program budgeting. The role of information monitoring for scientific sphere is analyzed in the context of new model of program budgeting in the Russian Federation (medium-term aspect) and the Strategy of development of a science and innovations in the Russian Federation for the period till 2015 (long-term aspect). The technique of information monitoring in the context of the analysis of the scientific budget of the USA for 2007 and results of monitoring for a substantiation of conclusions of the analytical report on competitiveness the USA in 21 century, prepared by President's Information Technology Advisory Committee (USA) is discussed.
