This research was carried out at the Institute for Information Transmission Problems of the Russian Academy of Sciences at the expense of the Russian Science Foundation (project no. 14-50-00150). Lemma 2 is due to the first author and Theorem 1 to the second. The authors discussed many steps in the proof of Theorem 1 and carried out numerical experiments jointly.
