Quantum model of radiowave scattering in a medium containing superexcited atoms

Abstract: Criteria are obtained for the existence of superexcited atoms in a substance exposed to corpuscular radiation. The quasicontinuity of the spectrum of resonance radiowave scattering in collisional highly excited media is also shown. The quantum approach is used to propose adequate estimates of some anomalous radiowave scattering effects in an ionospheric plasma. Directions for farther research in this field are discussed.
