Abstract: The paper considers the advantages of cluster technique over classic methods of regional industry management. The necessity to work out complex strategy of sustainable development of territorial and branch cluster of concrete region is proved. The main directions and measures of increasing efficiency of polymeric complex were developed for Samara region as an example.
