Quadratic characters with positive partial sums.

We will talk about the distribution of prime numbers, Legendre symbols modulo which have nonnegative partial sums. The set of such primes was considered in the paper by Borwein, Choi and Coons on completely multiplicative functions of order 2. Results relating the properties of this set to random multiplicative functions, their Dirichlet series and Gaussian processes will be presented. We also plan to discuss the connection between these primes and some problems on distribution of zeros of L-functions.
