Voronezh University is a state educational establishment of higher professional training (higher educational institution) and is under the authority of the Ministry of Education of the Russian Federation. The complete name of the University is Voronezh State University; the names "Voronezh University" as well as "VSU".

The founder of the University is the Government of the Russian Federation; the powers of the founder are carried out by the Ministry of Education of the Russian Federation. The relations between the Ministry of Education of the Russian Federation and the University are defined by contract.

The University activities are exercised according to the Constitution and laws of the Russian Federation «On education», «On higher and post-graduate professional training», «The Standard Legislation on higher educational establishments of the Russian Federation», other legal acts of the Russian Federation, normative regulations of the Ministry of Education of the Russian Federation, and the University Charter.

The new variant of the University Charter was approved at the Conference of instructors, research workers, students and representatives of other categories of University employees on March 15, 2002.

The University passes local legal acts to regulate its activities: orders, directions, decisions, rules, status regulations, instructions, procedures, and contracts.

The University is autonomous, its premises are inviolable. The University is independent in decision-making and performing the actions in consistence with its Charter. Intervention of governmental bodies into any of the activities of the University is allowed only in case the latter infringes the legislation of the Russian Federation. The University has the right to appeal to any organizations of the Russian Federation and international organizations with a view of its public accreditation.

The University, having in operative management detached property and independent balance, acts as a legal person.

The University has an Official Seal with the image of the State Emblem of the Russian Federation and its name, an Official Stamp and Official Letterforms headed with its name.

The University has accounts in banks and other credit establishments (including accounts in foreign currency) for keeping its funds and performing all kinds of settlement, credit and cash operations.

The University is responsible under its obligations and acts in court and arbitration on its own behalf.
