Abstract: Algorithm of solution of levels kinetic of single-atoms plasma is carried out with the “source” in equation for our solution (population vector) whicn are recombinations procceses. Meta-equilibrium is introduced for two-temperature plasma. In simple case in electron-atom interactions implementation the low of conservation of nuclei and charge is established.
