Abstract: Algorithm of solution of levels kinetics of single-atoms plasma is carried out with the “source” in equation for our solution (population vector), which are recombination process. Meta-equlibrium is introduced for two-temperature plasma. In electron-atom interaction implementation the law of conservation of nuclei and charge is established.
