Russian Internet space of scientific publications: evolution or stagnation?

Abstract:
A necessary condition for the development of the information space of scientific publications is the transition to Open access technologies. The implementation of open access in Russia currently involves efforts to integrate with international catalogues of open archives. Such efforts are being made by the Socionet and Nora projects, as well as two major online libraries eLibrary.ru and Cyberleninka. One of the most relevant areas of open access implementation involves the placement of research results by authors in the form of preprints in institutional repositories and open thematic archives. Archives of preprints that exchange data on agreed technologies have a significant potential for building an integrated open information space of science. Open access overlay online journals can be developed based on the preprint archive (server).
