Abstract: In connection with the topical problem of creating comfortable atmosphere in urban habitat, we present a model for optimal control the activity mode of the pollution sources located in a megacity. The model suggest a mathematical algorithm for "equitable", allocation of quotas of harmful emissions during unfavourable weather conditions which is the best for creating comfortable atmosphere. Its construction is based on some recently developed optimization mathematical model of distribution of limited resources between differentiated groups of people.
