On strongly essential systems of functions in $P_k$

Abstract: The notion of strongly essential systems of functions of $P_k$ is introduced. It is proved that almost all functions of $P_k$ are strongly essential. The application of this result to the design of circuits of functional elements over arbitrary bases is considered.
