Abstract: An effective regional policy in order to stabilize production is impossible without an analysis of the dynamics of economic processes taking place. This article focuses on developing a mathematical model reflecting the interaction of several economic agents with regard to their interests. Developing such a model and its study can be considered as an important step in solving theoretical and practical problems of managing growth.
