Optimal decomposition into subsystems

Abstract: The paper is concerned with decomposition of a system of elements into subsystems whose number is not specified. The criterion recognizes the complexity of the resultant subsystems and the strength of their links. The necessary and sufficient conditions for decomposition optimality are obtained. The notion of a stable system is introduced and a number of problems of decomposition into stable subsystems are discussed.
