Abstract: An optimal adaptive functioning mechanisms is designed for a two-level dynamic active system on the assumption that active elements solve the optimization problem with forecasts of the potential, state, and mechanism. Necessary and sufficient conditions are obtained for optimality in terms of planning, resource allocation, and incentive equations.
