Abstract: Adaptive functioning mechanisms in a dynamic active system are analyzed and designed with Center being incompletely informed on the structure of lower level elements. Conditions for accurate identification of'the structure of far-sighted active elements are found. The necessary and sufficient conditions for optimality of adaptive functioning mechanisms are determined.
