Abstract:
The paper is concerned with functioning mechanisms of twolevel active systems which ensure that lower-level elements report to Center credible information on their preferences and potential. Necessary and sufficient conditions are obtained for submission of credible data and optimality of the principle of aboveboard management is proved.
