Abstract: A service system with losses is discussed for the case where the rates $\lambda(t)$ and $\mu(t)$ are arbitrary time functions. The necessary and sufficient conditions for properties such as ergodicity are ascertained. The rates of convergence to a limit mode and a technique for approximate design of such a mode are specified.
