Anomalous behaviour of logical circuits and the arbitration problem

Abstract: The paper is concerned with designing a dead heat arbiter which implements the mechanism of allocating a common resource. Anomalies are shown to be certain to arise in binary logic circuits which make up the arbiter and use of not-binary logical elements which can be described in terms of Boolean ternary logic is shown to result in working arbiters.
