Abstract: A fully connected network of channel communication with many nodes and circumvening routes is considered. In a certain parameter range the initial lead determines whether the stationary mode in the network is “normal” or “emergency”. The both modes are metastable. The reasonable control of the network “holds” it in the normal mode in the vicinity of the stability margin.
