On deliberate introduction of random factors into functioning mechanisms of an active system

Abstract: The paper is concerned with optimal design of functioning mechanisms for a twolevel active system in the case of incomplete knowledge on the part of the upper level element (center) on the system model. sufficient conditions are given for the center to obtain credible information from (active) lower level elements. mechanisms are developed whose effectiveness is independent on the degree the of center's initial knowledge. the terminology is that of references [1, 2].
