Abstract: The findings of Refs [1, 2] are extended to the case of Center being incompletely informed. The necessary and sufficient conditions are formulated for optimality of regular functioning mechanisms in the case where the variables in the optimal design problem are the planning procedure and the element stimulating system. Sufficient conditions are provided for optimality of regular mechanisms. New procedures of coordinated planning are discussed.
