Abstract:
The necessary and sufficient conditions are obtained for optimality of correct functioning mechanism when the variable component in the design problem is their incentive system as well as the procedure of planning the states of active elements. Constructive optimality conditions are provided for incentive systems ensuring that the plan target is met.
